About the Portuguese Golden Residency Programme

Launched in October 2012, the Portugal Golden Residency Permit Programme, as it often referred to, is offered in accordance with specifications of the Portuguese Foreign Affairs Ministry through the Trade and Investment Agency and the Department of Consular Affairs.

Aimed at attracting foreign property investors, the programme requires investments of either €350,000, in urban regeneration zones, or €500,000, in areas with more conventional properties. The Portuguese government also announced the option to make a €350,000 capital investment in a traded property fund as a means to applying for a Golden Visa in 2018. Given that investors run the risk of buying problem properties in the lower price range, it is expected that the fund based Golden Visa By Capital Investment option will becoming increasingly popular into 2019 and beyond.

For Golden Visa holders who don’t spend more than 180 days per year in Portugal, there is no tax applicable, outside of some nominal property taxes.

Key Things To Consider

While the Portuguese investment visa programme is one of the most well known of its kind, there are a number of important limitations and nuances to be aware of. As the name suggests, it is a visa programme, offering long stay, temporary residency rights, rather than outright permanent residency. While Portugal has a lot to offer as country, there are faster routes to residency and citizenship via other EU residency programmes.

Alternative Citizenship By Investment Programmes

If you are looking to obtain full EU citizenship outright, you will need to consider the Cyprus or Malta Citizenship By Investment Programmes, and the investment requirements associated with these schemes is considerably higher.

If you’re looking to obtain a more affordable second passport offering visa-free travel across the European Union, the Moldova Citizenship By Investment Programme may be another option worth considering. While Moldova is presently not yet a member of the EU, a Moldovan passport will give you the ability to travel through the EU visa-free.

While the lion’s share of Golden Visas were obtained by Chinese nationals in the past 6 years, it is also estimated that some 300 South Africans have obtained their Golden Visas through investment. Lisbon, and Porto, increasingly, have proved to be very popular among South African applicants. It is estimated that the programme has earned Portugal nearly €4 billion since inception.
